Bonnie Snodgrass has done an excellent job at pulling together the homes for the tour. Four Paxtang Avenue Families/Homes have agreed to show so far. Marisa Puliti has offered to do the drawings of the homes. Don is working on the solicitation forms. We need a good team in place to move forward. These are the current folks who offered to help so far: Suzanne, Nate, Wendy, Ron and a few expert tour folks. This will be a fundraiser to raise money for the 100th Anniversary Celebration Activities. Volunteers, Sponsors and Ticket sales will be very important. To help, reply to this email!<br />

<div>TAX COLLECTION INFORMATION<br />

Over the past several years many municipalities and agencies have changed the individual or company that has been designated to collect tax monies from residents on their behalf. In addition changes in the tax laws have mandated different policies and procedures governing how taxes are collected. The result is that there seems to be some confusion as to who collects what taxes for the residents of Paxtang Borough.<br />
<br />
<br />
In order to try to set some things straight, the following is a list of the most frequently misunderstood taxes:<br />
<br />
<br />
Real Estate – These are the taxes paid on the real estate and property that you own. A property owner will get two real estate tax bills per year; one for Dauphin County and Paxtang Borough will come in February, the second for Central Dauphin School District taxes which arrives in July. Both of these are collected by Helen Koser, the Paxtang Borough elected Tax Collector.<br />
<br />
<br />
Delinquent Real Estate – If you failed to pay either Real Estate tax bill for the calendar year it was due, by December 31st of that year, those bills are forwarded to the Dauphin Tax Claim Bureau for collection. Once forwarded, no payments can be made to the Tax Claim Bureau until February.<br />
<br />
<br />
Local Services Tax (LST) – This is a flat rate tax of $52.00 that is levied by Paxtang to contribute to the cost of local services. It is levied on everyone who works in Paxtang Borough, including those who are self-employed. The tax is either collected as one lump sum or installments that are broken up based on the frequency that you are paid by your employer. The tax is collected by your employer and forwarded to Helen Koser by your employer's payroll service. Employees contact your employer to confirm that your tax has been deducted, that it was forwarded to the proper collector.<br />
<br />
<br />
Business Privilege Tax – In Paxtang, Business Privilege tax is assessed on businesses based upon the amount of gross receipts for a given calendar year at the rate of 1 mil. This is also collected by Mrs. Koser.<br />
<br />
<br />
Business / Property Rental License - In order to operate a business in Paxtang Borough or to rent a home or apartment, it must first be registered and receive a license from the Tax Collector, Helen Koser. This is a yearly fee of $15.00.<br />
<br />
<br />
Earned Income Tax – Every resident is required to pay a percentage of their gross income to both Paxtang and the Central Dauphin School District. This is normally deducted by the employer and forwarded to the proper collection agency. Prior to 2012, EIT was collected for Paxtang by the Capital Area Tax Collection Bureau (CAPTAX). Central Dauphin School District collected theirs through Berkheimer Assoc. Beginning in 2012, both taxing authorities use Keystone Collections Group. You should check with your employer to be sure that your employer is collecting these taxes and forwarding them, on your behalf, to Keystone Collections Group.<br />

Delinquent Earned Income Tax – If you failed to pay your taxes for the years of 2011 and before to Paxtang Borough, these taxes are now considered delinquent. If you haven't paid you will get a notice from the Borough's designated collection agency. March 22 – Harrisburg City workers have located a minor leak from a sewer pipe located in the north portion of the Paxtang Parkway area of the Capital Area Greenbelt. As a result of this leak there may have been a small amount of contaminants that found their way into Spring Creek. Officials from the Pennsylvania Department of Environmental Protection and the Department of Conservation of Natural Resources were immediately notified by Harrisburg officials. Workers from the Harrisburg Authority found the leak and the City has retained the services of a private contractor who are repairing the leak. While it is never a wise idea to use water from Spring Creek for purposes of human consumption, residents are urged to use additional caution in and around Spring Creek, including allowing domestic animals to drink from the creek. During the course of the evening hours of November 11 - 12 there were four garage burglaries in the Borough. Three of these incidents occurred in the same vicinity, between 32nd Street and Park Terrace and between Derry Street and Brisban St. The fourth was on Duke Street. On Duke Street the thieves took copper pipe. In the other three incidents power tools were taken from one garage, entry was made to a second with nothing taken, and entry to the third was attempted but not gained. From the items taken it is believed that there was more than one person involved and it is most likely that a vehicle larger that a passenger car was used.<br />

<div>During the past few months the Borough has seen several incidents occur for which the Police Department needs your help. The most serious activity reported has been two residential burglaries, one commercial burglary, and one attempt to gain access to a residential garage. In the commercial burglary of a construction business there was a significant amount of equipment taken. At the residential incidents, which occurred on the east side of the Borough, the items taken were change and small hand held electronic items. Items that are easy to conceal, light to carry, and of use by almost anyone. But what is more disturbing is that at the homes that were entered, very little effort was needed to gain access. Entry was made either through an unlocked door, or an unsecured window. <br />

In addition, there have been several instances where cars have been entered and the interior rummaged through and in some cases, loose change was taken. When addressing these thefts it is important to note that most of these vehicles were left unsecured by their owners and there was no sign of forced entry. Simply locking the car may have prevented many of these thefts.<br />

Lock your cars when they are unattended and take your keys.<br />
Secure your homes from unwanted intrusion by locking screens, screen doors, bracing partially open windows (or better yet, close them when not at home or at night).<br />

Borough Council is in the process of preparing a budget for 2010 which will be presented at the Council Meeting on November 17, 2009 for the first of two readings.<br />

Last fall we had a Town Meeting to gather input from Borough residents as to what they felt were priorities for the Borough as well as what residents expect from Council. There were approximately 90 residents who participated in the meeting. The overriding sentiment from the participants was that every effort should be made to continue with the same level of services even if that entails a modest tax increase.<br />

This year, as most municipalities, the Borough was hit by an economic downturn that substantially reduced revenue. The upcoming year is even looking more grim. This is especially the case where we rely upon grant money from the Commonwealth, and the Commonwealth has no budget as of this time. Earned Income Tax tied to employment has also been reduced due to the rise in unemployment rates. Needless to say, difficult decisions will need to be made concerning revenue and expenses for this upcoming budget year.<br />

Now we are asking you, the Residents of Paxtang to attend another Town Meeting on Thursday, October 15, 2009 at 7:00 PM in the gymnasium of the Borough Building. Council will present a preliminary budget, and will seek input as to the budget. AT ABOUT 5:00 P.M. ON THE AFTERNOON OF AUG 4TH, A LOCAL WOMAN, ACCOMPANIED BY HER TWO CHILDREN, AGED 11 & 7, WAS WALKING WESTBOUND ON BRISBAN STREET, BETWEEN SWAN ST AND WALKER ST. SHE OBSERVED A YOUNG, BLACK, SHORT HAIRED CAT, WHICH WAS RUNNING AT LARGE AND APPEARED TO BE A STRAY. THE COMPLAINTANT ATTEMPTED TO APPREHEND THE CAT WITH THE INTENT TO TAKE IT TO THE HUMAN SOCIETY. AS SHE GRABBED THE CAT, IT BEGAN TO CLAW AND BITE HER. SHE DROPPED THE ANIMAL, WHICH RAN TO THE SOUTH SIDE OF BRISBAN ST. AT THAT POINT IT APPEARED DISORIENTED, AND RAN OR WALKED INTO A WALL OF ONE OF THE HOUSES THERE. THE VICTIM ALSO SAID THAT AS SHE TRIED TO CONTAIN THE CAT SHE WAS CLOSE ENOUGH THAT SHE OBSERVED THE PUPILS OF THE CAT TO BE FULLY DIALATED. AFTER THE INCIDENT SHE PROCEEDED TO A LOCAL EMERGENCY ROOM FOR TREATMENT. BASED ON HER DESCRIPTION OF THE EVENT, TREATMENT FOR RABIES WAS STARTED AS A PRECAUTIONARY MEASURE. <br />
